Abstract
In every country in which there is a labour market, employment and unemployment are politically sensitive issues. But the details of this sensitivity vary across countries. There are differences in the ways in which employment and unemployment affect living standards, poverty and inequality. In addition, there are differences in understandings of unemployment and willingness to tolerate it, not only between countries but within them.
