International Common Assessment of Numeracy - International Common Assessment of Reading 2025 (the PAL Network)
The People’s Action for Learning (PAL) Network is a south-south partnership of 17 member organisations working to promote children’s foundational learning across Africa, Asia, and America. PAL Network members conduct citizen-led assessments (CLAs) and learning intervention programmes (actions) aimed at improving learning outcomes. The International Common Assessment of Numeracy and Reading (ICAN-ICAR) initiative is the PAL Network’s global effort to generate robust, comparable, and inclusive data on children’s foundational literacy and numeracy.
